just as i did what you suggested, i started the game, clicked start/play and it crashed immediately again

If you have possible incompatible mods those could cause issues going to the dlc/mod select screen it does for me at least. Disable/unsubscribe if you have any mods.
the game randomly starts properly even with mods. so im pretty sure its not mods, i also noticed if i close steam and start it anew and start the game the crash occurs less often
I also had the exact same issue. Luckily restarting Steam fixed it for me.
Edit: but after a while if I try to start the game the crashes come back... Never had any issues with the game before, no idea why this is happening.

First, disable all mods in the Launcher and disable file compression in saves (Options-Game).
If that doesn't help try a full clean re-install:
- move any valued save games elsewhere
- "delete local content" in Steam-EU4
- manually delete all files and folders left under Steam/EU4 AND Documents/Paradox/EU4
- re-install game in Steam, run a Steam Verify when done.
If still no good, post a dxdiag.txt (you can delete everything after the end of the "Sound devices" section for brevity) and your Documents/EU4/settings.txt. From your Documents/Paradox/EU4/logs/ directory, post system.log . Open setup.log in notepad and search for 'checksum', post that line only here too please.
If that doesn't help try a full clean re-install:

ah i'll try that later, atm im here to report another issue. not sure if i should post a thread of its own, but since i'm the one who made this i'll just mention it here:
the new music dlc. guns and drums. crashs the game mid-loading. i disabled it and it worked with a restart of the steam client. this is really annoying though the steam restart and hope for the best. i have to leave in a bit so i won't have the time to test your suggestion, but once i get home i'll try it.

im poland and am in a union with lithuania as you can see in the diplo panel. however there are polish nationalists spawning in lithuania. isn't personal-union supposed to be: the ruler rules over both countries? is this WAD and im being overly paranoid or is this something wrong?
edit: im noticing since the rebels are labeled as 'allies' lithuania isn't bothering to attack them [even though i didn't force the rebels to spawn via spies or anything]. so my question remains, is this wad?
edit 2: actually i just noticed they're not even seiging the territory
