It was working perfectly fine and then suddenly it will not work anymore. I can play at base speed but IF I want to let it ride for awhile it simply will not. The arrows even act a little funny when I click on them.

The difference between each speed normally decreases gradually as the population increases. Eventually they are all the same speed as the computer can't keep up.

Your sudden change is different, something to do with that asset must have added a lot of extra work for the CPU for some reason.

You might be right. I checked again this morning and even the new asset gave me the old result. Funny thing is my pop is 50k. I have been well over 50k before and never noticed it this bad. But I can deal with it. The game plays the same. Just slower to watch develope

The population doesn't really matter, it matters the number of cims on the roads/sidewalks roaming around.

Your CPU matters as well, the game can use an i7 4-core to 100%. so if you have anything smaller, then you may be maxing out you cpu before you max out the game.
