Sudden manpower drop

In my current 1.02 game as Brandenburg, my maximum manpower as shown on the bar at the top has suddenly dropped from 72.000 (with 75 as current) to 45.000 (still 75 current). That's quite a drop and my supportable army size took a big hit.

I have lost no provinces, I'm not at war, and have had no decimating events like plague happen recently. Could anything else besides a bug cause this?

Any chances for event significantly raising your quality?

I'm an idiot, of course you're right. Just had an event which raised quality by 2 and forgot about that effect.
