I've been sucessful at the creation of a new country, the Basque Country, releasable as a satellite by Spain after 1895. I began a new game as Spain in the 1914 scenario, released it, saved the game, load the saved game, played as the Basque Country, and things went smooth. Parties worked, etc...

Now, it seems there are some problems at the state level. I have given the Basque Country, as starting provinces, provinces 716 (Bilbao), 694 (Pamplona) and 695 (Estella), and claims on provinces 715 (Santander), 714 (Burgos), 693 (Huesca), 696 (Zaragoza) and 717 (Pau) (Basically, all provinces with Basque POPs at the beginning of the GC and Pau to represent the French Basque Country)

Problem is, provinces 716, 694 and 695 all belong to the Aragon and Navarra state; so do Huesca and Zaragoza. Provinces 714 and 715 belong to Castilla and Leon, and Pau belongs to Aquitaine.

So, when I played with the Basque Country, pushing the Factory button while in Bilbao showed me the Spanish factories in Aragon and Navarra, whereas pushing the same button showed me once the factories in Aquitaine.
I'm thinking of removing the Basque claims on Santander and Burgos, and add Basque claims over Teruel (710), but it don't know whether that would solve the problem... giving the Basque Country the whole Aragon and Navarra state while it's a satellite seems wrong to me. And what about Aquitaine?

I'm asking for suggestions.
First idea would be:
Is it possible to define custom states, or to mod state boundaries? It would be quite useful splitting "Aragon and Navarra" into "Aragon" (693, 696, 710) and "Navarra" (716, 694, 695) and then adding Pau (717) to the Navarra state, making it split between France and Spain.

Basque Country redrawn

This is the Basque Country redrawn. As you can see, I have removed the claims on Santander and Burgos, and added claims on Teruel, Mont de Marsan and Bordeaux... however, it still looks a bit unelegant. I have been checking all the game's csv and txt files, and it seems there's no way to mod states (areas). Any suggestions? Or is it just impossible because states are hardwired?

Go to Victoria/db/Province.csv, find the province id of those you want to change state, and add another state in place of the old one. For example:

Then go to worldnames, and change the names of the "area_extra" tags into something you want, for example Pau.

Thanks a lot, Tempelridderen. I have managed to split "Aragon and Navarra" into "Aragon" (693, 696, 710) (AREA_EXTRA_47) and "Navarra" (716, 694, 695) (AREA_EXTRA_48).
