"Successful naval invasion" does not create new front

I tried landing some of my nice new Japanese armies in Kalimantan. Four navies carried four army units to attack. One of the navies got a "successful naval landing" result but the army unit then immediately reverted to the nearest Japanese HQ. Worse yet, none of the navies appear able to launch another invasion. And no army can be assigned to the front because the "successful" invasion doesn't appear to have created a front? What's up?

Second issue: I tried to create a bug report for this and was unable to find my save game files. I have the game on Steam and the games are saved in the cloud, but when I went to

I only found some older save games, not anything that I had saved in the last week or so.

First, what I can answer with confidence. Assuming your install is going by default, you'll find up-to-date saves in:

Documents\Paradox Interactive\Victoria 3\save games

Second, what I'm guessing at: did you by any chance succeed? More specifically, did your naval invasion succeed and insta-occupy the whole area you attacked? This happens fairly often on islands and small coastal countries. If so, congratulations: you won, and your armies have gone home since there's nothing left to do. Check your warscore UI for whether the goal has been occupied and the map for the semi-opaque Japanese flag spread over the territory (it can sometimes be hard to see the signs of occupation on small nations).
