Why I can pick as a succesor lord mayor and not prince bishop? How to change it, please help!

Bishops are disqualified from succession. You cannot change this.

Last I heard it's not possible to mod how succession laws work. You'll have to edit the save so that prince bishop is a count or duke instead. Alternatively you'll have to load your game at an earlier save before you appointed them to be a bishop.
