Hardcoded in the mission logic: both ships and airplanes will abort their mission and return to base if either oil or supplies are below 20%.

Sadly while very simple in appearance, this issue is hard to fix from this side. If I raised the value - even just slightly - it would very likely break the low models of CORE transports.
For now at least, I think it would be best if CORE worked around the issue by either decreasing range or increasing fuel of the affected models. I'll push
