OK I have a fleet of like 20 something subs patrolling the med as Italy, they have been the scourge of RN SAGs, sinking 5 BBs so far and several smaller ships. Meanwhile my CTF was completely obliterated only sinking a DD or two. What gives? I've only researched 2 submarine doctrines since the game's start. I almost feel like I've gone back to HOI2 Vanilla where subs were dominant lol.

Still, the game was worth the purchase if not but for the map itself (which is truly the best in ANY HOI game and much better than that gross HOI3 map)

I felt the same playing as Italy, subs build so quick and are quite cheap and I could easily defeat the RN is the Med. I was concentrating on CVs in hopes of building up a navy to truely challenge Britain, but the subs were so effective I abandoned this plan and relied on them instead. As well as this I don't think I have ever had one of my subs sunk playing any country yet.

Subs shouldn't engage in combat against surface fleets as often as they do.

It's fine that they usually don't take much damage when engaged by a surface fleet, but they do end up sinking too many surface ships. I suppose a quick fix would be to just lower their sea attack; it won't prevent them from entering combat, but it will keep the losses down to more reasonable levels.
