Patrolling subs versus fleets. Germany with 40 Type IVs with snorkels, a Donitz adviser, and working down the right-hand side of the third naval doctrine tree - is that going to damage conventional fleets? Okay, throw in some top-line naval bombers. Is it possible to get naval superiority that way?

Against the AI = yes. The subs will attack the enemy ships and thus make them a valid target for naval bombers.

Against other people who will use naval bombers and dedicated AWS ships against you - less so.

You will be weak against screens which are fast enough to mostly dodge torpedoes and can kill subs. The AI wont build enough useful screens whilst happily sending in all their capitals to die.
