Norway should have this system developed during viking age or begining of the High Medieval Age, never truly adopted feudalism. Believe also some other countries did have this before adopting Feudalims.Anther Issue ive come across that most Counts in the Karling system of government were not Hereditary Title so it almost Impossible to find out who owned or held the Deed the land as a count or viscount since the land wasn't pass to there children. Counts in those days were a lot like Barons they were a One generation Tenant=landlord . The Land going back to Royal Domain or the Duke over the land. Only those with Royal-Blood or Connection through marriage and even adoption or granted "dukedom" by the Pope had hereditary titles. So Truly from game stand point .Im not to concern with counts or barons at the 769 start.
Although the issue of title inheritance is valid indeed, exin is focusing solely on getting the history done for 769. He isn't doing anything to core mechanics, such as title inheritance

Technically, yes. This is true of Poland as well. However this in game terms means more "landowners weren't called dukes" then any actual changes to mechanics. Both of them were feudal in the sense of "landowners holding peasants owing obligations to a monarch or larger landowner".
Could just say Norway, they did most of the raiding on Pictland and Ireland while Denmark where active in France and England. However would like the idea that the norsemen had a trigger where they began conquest of the Isles in the late 700. But does it not mean that count's would not inherrit titles? I know that in Norway nobles were granted the title lendmann (count) by the kings. If Lendmannen died a new one would be picked amongst the local nobled to run the county. Mechanical it would be quite different and i'm not sure if it's even achievable.

it might be simply because the SWMH map for HIP is designed around the original CK2 timeline, that it 11th-15th century and, as the SWMH team has clearly stated bazzilion times, the further you get from this time, the less correct you are. SWMH map never had the ambition and never claimed to be fitting 867 start date.The Norse Conquered most if not all the East Irish coast line . The Name of country's in the HIP map are Norse creation they not Irish. Example Wexford (Germanic) Not Gaelic.
