so how do you know if a game idea is good or not no matter how much the designer want it to be as successful as possible

We have a dedicated team that works with game pitches. If you have an idea for a pitch please follow the link provided above and submit it, they all get reviewed 
. You should also keep in mind that just because we don't always feel a game pitch is right for Paradox it doesn't mean it's not a good pitch and would work well with other companies.
