Submarine fleets are useless if they don't have torpedo attachments! And they are missing them as a rule. At least the German submarines in the 1943 and 1944 scenarios.

Is it possible to fix the starting OOBs so that submarines will have torpedoes?

many merchants was sunk in early war by guns over the ships, thats the reason of separation of torpedos i think.
To force could be a event for ai triggering to get torpedoes in production pool. hard way is the proportion asigned in brigade production.
