I used an invasion CB on Rus as the 'king' of bulgar, and when I won the war, all the counties maintained their original owners. I had a 75 relations 'subjugated' modifier. This part makes sense to me.

The 'bug', or what I am questioning, is that if I revoke the title of a duke (since I'm muslim its free), and then revoke a county (since hes an infidel and on medium CA no one cares), I can assign the county to a muslim ruler. I then get a 25% jizya tax bonus, but the entire county has NO conquest penalties. I've just conquered a whole kingdom, and theres no foreign culture penalty, no religion penalty, not even a 'recently conquered' penalty.

This seems broken to me, since its easy to revoke all the count titles 1 by 1 and just reassign. Its tedious, but it feels broken.

Is this a bug?

Not a bug per se I'd say, but certainly an exploit. There are no conquer-modifiers if the direct ruler doesn't change in the war (as was the case here), but there are situations were it's trivially easy to replace the ruler after the war and avoid any penalties at all.

The problem is that with the 'subjugation' bonus, every single count will accept a revocation. So you revoke all the county titles. Then, once you have every single conquered county title yourself, you revoke every city and bishopric too. Then you reassign them all like a normal holy war. The only downside I'm seeing is that when you revoke someone's last title, they leave to another court and take their accumulated wealth with them. Small price too pay for perfect relations, fast converting counties and +25% jizya tax...

I noticed this to, I launched an invasion of Greece and every lord accepted my demand that they convert to Sunni Islam, and since they all loved me to death they let me raise 30 k (30 K!) troops from the provinces that I had literally conquered just 2 weeks ago. That's just ridiculous.
