Subjugate the Warlords

As Nationalist China, you can puppet the warlords by the focus "Subjugate the Warlords", but it's RNG/gamle which ones that are gonna sumbit or refuse to be puppeted.
What are the chances for this gamle and can I influence the outcome in any way?

Both are equally likely. The only thing that has an impact is if China has the tag "CHI_xian_refused" (which only happen if you let one of the warlord trigger the Xian incident and refuse to attend), in which case nobody will accept.
