Subject Interactions for the HRE

The Holy Roman Emperor should have a subject interaction to order his vassals to join the Empire. Naturally, this should increase liberty desire and should only be available if the country has provinces that are eligible to join.

Only vassals, and marches should be able to join, NOT PU'S.

And if they are too big they should not be allowed to join either, but i agree with your suggestion. +1
