It is an upgrade to the Moral Democracy pacifist gov form. There's also Irenic Monarchy for Enlightened Monarchy, IIRC.
Not so fast, that's an individualist government. Collectivist do not have a collective subconscious in Stellaris.

If you mean Irenicism the Christian theological currents, then no. It refers to irenic as in something "favoring, conducive to, or operating toward peace, moderation, or conciliation".
