Quite often I've seen nations like Kongo or Ming having high technology levels, especially military. Sometimes you discover them and see their troops holding rifles. Is this historical?

I think rifles actually was more common in warfare in some parts of the world then in Europe.

Somewhat related, Indian units actually receive a fire pip long before anyone else does, at tech level 5. Chinese and Ottomans are the next to receive one at tech level 9.
Sub-saharan people had trading links with Europe and the Muslim world, and many sub-saharan nations did end up with firearms as a result - they weren'T living in some closed environment (unlike the American natives prior to European colonies arrival)
It's not like China and African states just sat on their hands and watched the world advance while they didn't. They had guns as well.

seems to me like you didnt buy the unit sprites that fixed this sort of thing (native americans at least)
Yes. Gunpowder was actaully used in the Chinese military even before the Europeans got their hands on them, and European matchlocks spread very fast among the asian trade routes. Flintlocks were a bit stranger, they were not used by the Chinese but they were used by the Indians and Steppe Hordes.
I know both the Chinese could use rifles, but clearly not before Europeans ever discovered them. What I said was that Africans and Chinese are not as far behind Europe in technology as they should be. In my current game China is light yellow in the 17th century.
The chinese more or less invented the arqebus independently. (refining it from early chinese gunpowder-wepaons that generally fired arrows)
Gunpowder was actually fairly widespread, even before the game started.
How do you even distinguish a rifle from a musket or arquebus in-game.
Maybe I haven't been paying enough attention but I wasn't aware the graphics were that detailed.
Or are you just talking about guns in general, because the Ming dynasty definitely had matchlocks by the 16th century.
Japan also had arquebuses in the 16th century, albeit by importing them from the Portuguese. They played a major role in the Battle of Sekigahara in 1600 where Tokugawa Ieyasu secured the shogunate, although they were already in use before that.
Yup, they bought a few samples from the Portugese and then started mass producing them based on those samples. While arquebuses were a European technology they spread frighteningly fast across the world. The Native Americans were uniquely screwed in that, because they were a collection of mostly Stone Age civilizations with only the a few South American civilizations developing bronze age technology, they completely lacked any established metallurgical technology, which means they could not replicate firearms without outside help even if they wanted to.
