SU Purge

I did not choose "The great Purge'' focus as SU, and in september 38' i got an event "The Permanent Revolution" and chose "Communism in one country has failed. We need Trotsky." Do i now have to do the purge? because i've been waiting 6 months for Trotsky, and i'm about to be attacked by Adolf...

I believe Trotsky returns in 1940 and it triggers a Civil War. Doesn't Germany not attack until 1941? (haven't played Vanilla in a while and I know things sometimes run on the early side)
