Stuttering every day-cycle

Hello, well my problem with stellaris is that it stutters everyday that passes, it doesn't matter the size of the galaxy, amount of empires, etc. The game runs smoothly if paused or if i slow the speed of course cause each day takes longer. It started to happen since the last update of 1.3 (1.3.2 i guess), before that, the game was working good.
I tried everything, very low settings, fullscreen and windowed, no mods and dlcs, reinstalling the game several times, steam commands, tweaking settings.txt, earlier versions (now it happens in all of them), i even formatted and installed w10 (used to have w7).
Now i have given up and came here looking for halp, i just want to play the game as i used to

I've seen that usually you request these files, so... just in case

Your video card is below the minimum requirement for the game, and you have the bare minimum 4gb of memory that the game requires. Your CPU is a little better than the requirement FYI.

The fact it happens in older game versions that did not used to have an issue probably means there's some hardware issue here. Does this happen from the moment you start a new galaxy? Or only after playing for a while?

Please report the temperatures of your CPU and video (GPU)
1/ before starting the game up and
2/ after say 30 minutes' play.
If your PC's vendor has given you no way of reading temperatures, install

The 127c there is obviously bogus, your machine would be melting if that were really happening! But 73c is getting up there, so I think you should check into your computer's cooling system.

Clean out all air vents of duct, and make sure nothing is blocking airflow to then. If that doesn't help then you may have a faulty fan, or a heatsink/thermal paste problem - you may need professional help if it comes to that.
