I had 100% achievements before "Natural Disasters" came along.

Aside from the new "Mass Transit" ones, which I can't yet do, I currently have all but "What the... ?". Damned "Chirpnado"! It's another "Space Ponies".

I wonder how common the practice of making achievements just really rare?

In the case of "Cities Skylines", the only use in it is perhaps to encourage people to play with random disasters enabled.

I quite like the achievements in Cities Skylines, they provide an extra chalenge for a game I belive is a little too much of a sandbox. They should all be achievable though, not just relient on random chance.

most of the other achievements are very easy so not really much of a challenge to get them.

Many of the achievements were quite easy. (Change Chirper looks, build one quay, build one canal. Seriously??)
Others were simply a matter of time. (1001 nights)
Some were harder.

Other ones seem absent. All of the Monuments have achievements except the Doomsday Vault.
Getting the Doomsday Vault is a bigger challenge than the others, as beating the ND scenarios is required. That should have been an achievement as well.

Some of the building unlocks seem like they could have been achievements on their own.

The Chirpnado is a special kind of hell for obsessives who want to get them all, being entirely random with a very low probability.

Well, as far as easy goes... I have all of the "Mass Transit" achievements except three. The win 3 scenario one will take the most time. The two cable car ones will take a little time.

And the blasted Chirpnado may never come.

The "Mass Transit" achievements might have taken a wee bit longer if I had to start a city from scratch.

Edit: By the end of the day I had the cable car ones as well. Didn't take all that long for those either. 13/14.
