I am still early in the game (playing Rome) but my Technology levels seem to be lacking. It is 512 AVC and my technology level is only 1 (if you start Rome at 512 the tech level is around 3.75).
All other aspects of the republic seem to be going well. I have 16.4 research points (vs. 6.7 with the historic 512 Rome), I have 27 provinces (vs. 10 with the historic 512 Rome) my religion is spread further, I have nearly a thousand gold (vs. 30 with the historic 512 Rome) and my stability is maxed.
The only thing I can see that would make me have a lower tech level is my population. Out of 538 (vs. 289) people 39.9% (vs. 36%) are citizens. I have the Citizenship national idea (converts freemen to citizens). I often use the Minerva (+25% RP) omen.
Is there any way I can start bringing my technology level up to par?
