Stuck with no quests.

After gathering all the artifacts Bleden Mark said to get, activating all spires, and ending all edicts I get no more quests.

I was able to work around this by loading a previous save before breaking the last edict (Edict of Stone) and activating the last spire. Talking to Belden Mark then advances the main quest line.
