Come up with anything what you think is important for the game or your own participation. I'm following just country preferences right now, rest of your ideas and thought is taken into account. I'll try to compile them later this week.

OK, I would prefer to play in Italy, Germany, SU or the US. And I would like to be a politician or a bureaucrat, preferably a (assistant) secretary of state or the director of the foreign service. A kind of realpolitik, or realist, politician as Kissinger were. The rest I leave up to you.

I personally would like to represent the officer corps or armed forces in total of some country, preferably GER ;) (I didn't make the proposition a few pages before for nothing ;) ).
Dunno if you plan to put a representative of the naval forces in place but I would love to represent this branch, country wouldn't matter.

Major Update - part 1

It's Sunday, time for us to make one step forward. It is almost week since this thread started and we are quite some crowd already. I'll try to incorporate your comments and ideas into this update and when there'll be something to decide, I'll provide alternatives we can discuss on afterwards. So let's begin.

Scenario
I've played just two scenarios myself. Gathering the Storm ('38) and Road to War ('36). For multiplayer purposes, I think '38 would be better. Maybe even '39 would be good, if not better. We can vote for scenario, I don't mind mods too. Later this week, we can open poll on this topic. Just to give leaders little more control over what scenario they're going to play in (sometimes) painful HoI2/DD MP, their vote will have more weight.

Countries
Since we might be short of players in the start for original 7-country setup, I'll also divide countries into two groups: mandatory and optional. If we don't have players for optional countries, we will just abandon least important one(s). In case of need all of them. But Mandatory countries must be played in order to have playable game. With optional countries in place, I've added France to the end of the list.

Phases of the Game
This game consists of two phases. Live and Aftermath. Live is real Doomsday multiplayer session played weekly at designated time. Aftermath takes part between two live sessions. In this phase all players participate, play their roles and perform actions according to the rules (see below). Actions of players are resolved by game's administrator (game master, GM).


Head of Government (HoG)
Player of this title represents state's executive. He's in charge of putting country's policy into reality. Players can become HoG different ways we'll discuss later on.

One major responsibility of HoG is to attend weekly live multiplayer session. If leader fails to do this, he's removed and demoted to regular citizen.

Aftermath actions available to HoG
Player in HoG role can invoke these actions according to his will and/or actual situation in the country.

1a Hold early elections *
Prerequisites: democracy AND dissent > 33%
Effects: new head of government is elected, dissent halved
Description: Public does not like government policy and challenged head of government calls for early elections to either confirm his mandate or thake it away from him.

1b Ignore public opinion *
Prerequisites: democracy AND dissent > 33%
Effects: dissent +5%, authoritarian +1
Description: Head of government does not accept feedback from people and rather press for change in constitution than be confronted by people in elections.

1c Ask people for patience *
Prerequisites: democracy AND dissent > 33%
Effects: dissent +10%
Description: Time of war is though and not every decision might be popular, despite it is necessary. Determined leader can try to go against popular opinion and do right things, risking even bigger unhappiness.

1d Use media to calm things down *
Prerequisites: democracy AND dissent > 33%
Effects: dissent -5%, money 300
Description: Campaign in media can settle things down, but it cost some money.

2a Suppress the rebellion *
Prerequisites: dictatorship AND dissent > 33%
Effects: dissent -5%, manpower -150
Description: People grow unhappy and only way to stay in power is to persecure leaders of opposition.

2b Try to corrupt them *
Prerequisites: dictatorship AND dissent > 33%
Effects: dissent -3%, money -200
Description: People grow unhappy. You can try to calm things down by offering wealth to leaders of opposition.

2c Let opposition have word in country *
Prerequisites: dictatorship AND dissent > 33%
Effects: dissent halved, democratic +3
Description: You are willing to give up some power to retain control.

2d Choose your successor *
Prerequisites: dictatorship AND dissent > 33%
Effects: dissent -15%, player picked by HoG becomes new HoG
Description: To content the situation, you choose your successor and transfer power to him.

Things are evolving quite nicely :D except with that steep dissent requirement. When fighting wars, that would already cripple you :eek:

I'd opt for 1938 (Gathering Storm) with whatever mods available to make it funnier :D

1938 Vanilla would be best. Plain and simple(having citizens will be pain enough)

And how about the leader states his intentions of what he wants to be done and the GM makes up the rules about that when the question is brought up.

Description: It is against law, but HoG can use his power to imprison citizen of his choice and try to hide it from public. This action can be used once in 4 rounds. Imprisoned citizen loses his actions and is forbidden to actively participate (except one action, see below).

Wow. It's getting better :) I really liked those last options.
I agree with the comment above. Dissent-requirements are a little to high. And one more thing. Option 1c and 1d are fairly equal in function, but the result is way too different. Noone in his/hers right mind would choose to ask the people for patience at the cost of a 10% (!) dissent hit, when he/she can choose to use media at det cost of 300$, and gain a 5% dissent reduction. Correct me if I interpreted it wrong :)

I would like '38 scenario too. Nothing too fancy the first time.

I agree with the comment above. Dissent-requirements are a little to high. And one more thing. Option 1c and 1d are fairly equal in function, but the result is way too different. Noone in his/hers right mind would choose to ask the people for patience at the cost of a 10% (!) dissent hit, when he/she can choose to use media at det cost of 300$, and gain a 5% dissent reduction. Correct me if I interpreted it wrong :)
Technically, it might be the same/different. But you must bear in mind your citizens are humans, not machines. They'll remember if you tried to misuse state's funds or rather face higher dissent and keep your shield clean. This is only first part of puzzle, as citizens will have actions too. The'll be able to raise dissent or attempt to escape from prison and tell public the truth about practices of their leader. More to come tomorrow... :)

Aftermath actions available to HoG

Prerequisites: democracy
Effects: candidate who is current HoG receives +20% votes, money -100, 50% chance of being discovered by public (+25% dissent)
Description: It is against law, but HoG can use his power to alter result of elections by adding bunch of votes to himself. It is dangerous technique though. Once discovered, it can cause serious troubles.

6a Raise standard of life (funded by state)
Effects: dissent -10%, political left +1, citizen demands raised by 10%
Description: HoG can introduce more spending on welfare of his citizens from budget.

6b Raise standard of life (by enforcing motivation policy)
Effects: dissent -5%, political right +1, citizen demands raised by 10%
Description: HoG can press for new laws to motivate private sector to grow, therfor increase overall standard of life.

NOTE: * actions marked with * must be chosen (one of alternatives if available) if conditions are met

Electing HoG in democracy
HoG is elected in popular elections every 2 roundsú. Current HoG (if applicable) can use action 5 to boost his chances, but he must decide whether to use it yet before elections begin. Candidate with most votes wind. Candidates can vote for themselves (legally).

Aquiring HoG position in dictatorship
In dictatorship, player can become HoG few different ways. First, current HoG choses his successor (action 2d). Another way is coup, when another citizen with support of 33% of population (including himself) tries to remove current HoG from power. This method will be further described in citizen's actions. Third option is when foreign secret service performs successful coup. In that case, citizen with ideology closest to new state's becomes HoG (in case country remains dictatorship).
