Major Update - part 1
It's Sunday, time for us to make one step forward. It is almost week since this thread started and we are quite some crowd already. I'll try to incorporate your comments and ideas into this update and when there'll be something to decide, I'll provide alternatives we can discuss on afterwards. So let's begin.
Scenario
I've played just two scenarios myself. Gathering the Storm ('38) and Road to War ('36). For multiplayer purposes, I think '38 would be better. Maybe even '39 would be good, if not better. We can vote for scenario, I don't mind mods too. Later this week, we can open poll on this topic. Just to give leaders little more control over what scenario they're going to play in (sometimes) painful HoI2/DD MP, their vote will have more weight.

Countries
Since we might be short of players in the start for original 7-country setup, I'll also divide countries into two groups:
mandatory and
optional. If we don't have players for optional countries, we will just abandon least important one(s). In case of need all of them. But Mandatory countries must be played in order to have playable game. With optional countries in place, I've added France to the end of the list.

Phases of the Game
This game consists of two phases.
Live and
Aftermath.
Live is real Doomsday multiplayer session played weekly at designated time.
Aftermath takes part between two
live sessions. In this phase all players participate, play their roles and perform actions according to the rules (see below). Actions of players are resolved by game's administrator (game master, GM).
Head of Government (HoG)
Player of this title represents state's executive. He's in charge of putting country's policy into reality. Players can become HoG different ways we'll discuss later on.
One major responsibility of HoG is to attend weekly live multiplayer session. If leader fails to do this, he's removed and demoted to regular citizen.
Aftermath actions available to HoG
Player in HoG role can invoke these actions according to his will and/or actual situation in the country.
1a Hold early elections *
Prerequisites: democracy AND dissent > 33%
Effects: new head of government is elected, dissent halved
Description: Public does not like government policy and challenged head of government calls for early elections to either confirm his mandate or thake it away from him.
1b Ignore public opinion *
Prerequisites: democracy AND dissent > 33%
Effects: dissent +5%, authoritarian +1
Description: Head of government does not accept feedback from people and rather press for change in constitution than be confronted by people in elections.
1c Ask people for patience *
Prerequisites: democracy AND dissent > 33%
Effects: dissent +10%
Description: Time of war is though and not every decision might be popular, despite it is necessary. Determined leader can try to go against popular opinion and do right things, risking even bigger unhappiness.
1d Use media to calm things down *
Prerequisites: democracy AND dissent > 33%
Effects: dissent -5%, money 300
Description: Campaign in media can settle things down, but it cost some money.
2a Suppress the rebellion *
Prerequisites: dictatorship AND dissent > 33%
Effects: dissent -5%, manpower -150
Description: People grow unhappy and only way to stay in power is to persecure leaders of opposition.
2b Try to corrupt them *
Prerequisites: dictatorship AND dissent > 33%
Effects: dissent -3%, money -200
Description: People grow unhappy. You can try to calm things down by offering wealth to leaders of opposition.
2c Let opposition have word in country *
Prerequisites: dictatorship AND dissent > 33%
Effects: dissent halved, democratic +3
Description: You are willing to give up some power to retain control.
2d Choose your successor *
Prerequisites: dictatorship AND dissent > 33%
Effects: dissent -15%, player picked by HoG becomes new HoG
Description: To content the situation, you choose your successor and transfer power to him.
