Im fully aware of that it will be a hard regulated rule, though I must point out that you ARE allowed to take capitols, but I made this rule so nowone for example could just walk right into Tago then leave and WP. I trust the players themselves to follow such ethics, but if it will be to hardly managed I might be forced to scrap the rule completely.

Yep, though some people may have the hidden goal of acquiring maps and just demands like a colony or two after sacking capital, thats why it's a problematic rule to manage.
