There's a nice set of university buildings. They all work individually as schools, but consist of various buildings such as dormitories, lecture halls, administrative buildings, etc., with the exception of a small police station (4 cruisers), and a small train station, and I think a small power plant. All these buildings are in the Georgian style which looks very eastern US or UK.
There are various municipal buildings on the Workshop as well as in game. You will need, of course, many police stations, fire stations, hospitals, and crematory for services. Right from the beginning I avoid the cemeteries because they have to be emptied. There are various larger sized crematory on the Workshop, but the built-in ones work just fine.
Garbage can present a problem as well so move away from landfills as fast as you can up to the incinerators, and later much more eco-friendly assets. There's a nice selection of Workshop assets for this including a garbage vaporizer which I use.
When building, start out slow and small. You don't need to build larger facilities until you've reached a good sized city. There are goal-points where specific things are unlocked, but don't use that as a guide. Check your CIM population and if you have a real lot of uneducated CIMs, build a few schools, but don't go overboard. Check the fire map and build a fire station if there's a lot of red. Crime too... Health - build a small clinic initially since you don't need a hospital for a few hundred people if that.
I found that if I plan my cities based on what I've seen in real life, I tend to have more success in getting them to grow so I recommend looking at Google Maps, Bing, and any other map source you have. You'll be surprised what you can do with street layouts.
Speaking of streets, watch them carefully because traffic will be your killer and biggest sources of frustration so plan your layout carefully and plan on implementing public transportation options as soon as you can. Speaking of public transport, don't fund them at 100%, and move the funding to the lowest levels. The funding determines the number of vehicles on the line so if you have 100% funding, you can clog your roads with too many buses, tracks with trains, etc.
With trains it's best to separate the outside connections from your own network as the uncontrolled, outside lines tend to spawn way too many trains which will totally suck up your space. I have what I call Intercity stations at various points in my city with crossover bridges between the two lines. Unfortunately, multiple platforms don't work with the outside line sharing the same stations because the outside trains will not stop at the same station. Again, check the Workstation for multiple platform stations, though because even for your own services you will find them useful.
