...because it's a pretty expensive, not terribly useful option as is. But if it were more effective, it'd add in another possible angle to play. Some proposals to strengthen it:
- reduce the gold cost/increase the revolt risk generated
- allow supporting multiple rebel groups in the same nation
- in wartime, removing the possibility that support rebels is "discovered" and stopped
- adding an early bonus to support rebels to the Espionage idea group
