"strengthen government" should be changed from a one-click purchase to a toggle effect a la war taxes/slacken/etc

Having a button you instantly push to raise legitimacy makes no sense, of course. The whole point of legitimacy is that it represents some kind of societal acceptance. This change in public opinion takes time, and shouldn't be something you can just buy with a dump of military points.

Personally, I think it would be best if this button were simply removed from the game. But supposing that the devs don't plan on removing it, then I think the next best thing would be to change it into something that you toggle, like war taxes or the upcoming slacken, so that you pay points each month (why military?) to get a monthly boost in legitimacy growth.

Legitimacy measures how much support there is for the current occupant of the throne (or heirs) vs other potential claimants.
It has nothing to do with "social acceptance" except among the nobility, as commoners didn't get a choice in the matter.

I view it as an abstract representation of the ruler having the military perform some task that shows they are loyal to the Crown, not the Nobility.
It could be the military executes one or more minor troublemakers that are connected to the nobility, but aren't nobles themselves, depriving the nobles of access, influence, or resources.
It could be the military has a grand parade through the capital with the Court in attendance, ending with swearing oaths of loyalty directly to the Crown.
It could be that the Crown openly promotes friends and allies into positions of power within the military, such as aides-de-camp or lieutenants, so if a general even thinks about joining a noble against the Crown, the ruler will know.

It could be just about anything, and I personally think it works fine as it is.

But a single act wont suddenly make you legitimate, itll just make you be seen as more legitimate and over time help. Same with how investing in provinces irl doesnt mean suddenly a mega city in 1 day

So we need some control on it, in some way.

No, it won't.
But if you have enough legitimacy that the crowds of nobles are all looking at each other going "after you" to start pressing a contesting claim, because they know that the military isn't likely to jump in and join the attempt to depose the ruler. Then you have stability.

The button wasn't there at the beginning. And it was added in a DLC. And it was quite useful because staying at low legitimacy for 30 years without any solution was bad.
So we need some control on it, in some way.
Having low legitimacy when you need more is certainly frustrating, but this was a problem that real rulers had at well, and there wasn't any direct way for them to control it either.

Except maybe by winning wars. Rulers have a way of legitimizing their rule when they win wars over powerful foes against the odds. Henry V used it to consolidate his hold on the English throne. This would actually be a nice change, and I would support it. There's nothing to justify your position as Byzantine Emperor better than crushing the Ottomans and saving the realm.

But in any case, it still makes no sense to have a button that lets you instantly turn 700 mil points into 70 legitimacy all at once. The button doesn't even have cooldown.
