So I have Zro in one of my Systems and am currently spending my tech Points on the repeatable techs; everything else is researched. But the one tech that eludes me is the Zro processing (or what the Name is). Are there other requirements than have it in territory (e.g. being psychic?) for the tech to Pop up?

Aside from the ability to draw tier 3 tech, and sensor level 3 (tachyon?), it's largely just super low weighted unless your physics researcher is a curator/materials/psionic, and then if they are psionic it's 10 times more weighted to appear.
