I would like to see a system like this:
Instead of (magically) removing units from the map into a redeployment poll, just provide units a movement speed multiplier when in strategic redeploy mode. So when you pick a unit to move you can choose move mode strategic and choose your destination. Keep the amount of units that can SR at any one time limited as is currently done. The units moving by SR have their org reduced to 0 (or any other level that SR is decided to have).
Also, keep the SR pool for use in factory moves only. That way when the Chinese and Soviets (or any other nation for that matter) move their factories they are removed from the map after say 7 - 21 days (so that an enemy can still overrun and prevent the evacuation) and placed in the Factory SR pool (can't be used for production) with a destination provence defined (again it was not a "Let's redeploy and after a few weeks see where we want to put things"). When the time to deploy arrives it just happens (the Factory SR Pool is solely to allow visibility to the moves occurring). Factory moves need to reduce the amount of troop SR moves available (and visa versa).
NOTE: I believe it took the Soviets over 7 months to move and resettup their factories (with the resultant loss of production) and I would like the game to reflict this. Again, a time based on distance formula can be used to increase or decrease the time (though I believe the distance was a far secondary factor to the time involved for a move).
This would allow a more realistic use of SR by basing the time it takes to make a move for a unit by how far away the destination is. Also, you now need a distination in mind when you SR (just like a regular move) instead of being put in a magic poll that can appear anywhere that can trace a land line to your capital. By increasing movement modifier you always see where your units are and can stop the move and redirect if conditions change somewhere unexpected. The factory SR poll would allow historic events to be controlled by the players (and AI) if they desire it (a human can decide to move half as many factories of twice as many or none at all) as well as the impact (loss of SR capacity for troop movement when moving factories).
