People tend to focus on certain branches of the tech tree to the neglect of others (for example non-carrier strategies neglect the carrier branches).

I was wondering if there was an effective way to fix this. Maybe having more experience with carrier design would make a country more effective in attacking or defending vs carriers, so each technology of a type, made all your units more effective against that type.

This would penalize strategies that don't bother to research carriers in that they would be slightly less effective against carriers. Similarly if someone avoids mountaineering/marines/armor they would be less effective against those units as well.

I think the bonus should probably be something like X% distributed among the techs of that type. I'm not sure what gameplay value of X is best, but if one type of unit has 10 techs and one has 6 they need to make sure that in each era with balanced tech the bonuses cancel out.

This might ultimately lead to smaller research penalties for early research, and a tech tree that encourages a balanced approach as a strategic optimum rather than a tech system that aggressively punishes tech blitzes to try and force balanced approaches.
