Do you have 1.03? They emigrated at the drop of a hat in 1.02. In my 1.03 Prussia game I have all taxes at 49% and no one is devolving.

Are they in an area unconnected by land to Berlin but with access to the sea? If so you need convoys.

That is nonsense. Prussia is in no way crippled, I am played them now and am in first place in 1852. The unification events work much better now, what events are you talking about? Partisans are a LOT less common now. Rebels were never meant to be toned down, in fact one of the issues fixed for 1.03 is making the 1848 revolutions more likely to trigger and worse when they do. Pulrality do longer increases militancly in constitutional monarchies making it a more viable form of government.

And if you think patches never introduced new bugs in EUII/HoI I would say you have a very selective memory.

It would be good if they came back as craftsmen/clerks. Mistype?:) Anyway they come back as farmers/labourers. That sounds awful, but mobilization goes for farmers and labourers first, so a lot of the time your better pops aren't touched.

Edit: Forgot to add, Derek said in another thread that they thought this was related to emigration and devolving rather than mobilization as had first been thought.

Me neither, aside from German land all I have is 3 1 province colonies, in fact I am short on provine in denmark and 3 from France.

I haven't seen many partisans at all, I think they're just right now. As for rebels, I think we all no there was no where near as many armed uprisings in the real world as are in Vic. But remember, in the real world there are many, many factors Vic does not simulate so all upheaval, discontent and disident grumbling are abstracted as armed uprisings because that's all Vic simulates. All games abstract things and unless you want to spend millions, take years to devolpe and only run on a supercomputer that's the way it'll have to stay. Look at C&C; a man with a rifle can shoot a tank and it'll explode after a while. In real life you can fire a rifle at the tank's armour all day and only scratch the paint, but in RL the infantry man could have grenades, mines etc. Since they can't show all possible actions they just abstract it to the rifle doing damage to the tank. Look at NWN; you have maybe a dozen fighting animations, if you tried to fight someone in RL with the same 12 moves over and over again they would quickly see the pattern and beat you, but since the game can't show every possible combinations of attacking blocking and parrying we see the same 12 animations over and over again.
