I started up a vip gc with persia and putted all taxes to zero and tariffs to 100%.
My farmers/laboures/soldiers runs out of money quite fast but my higher classed pops earns more money. Why is that?

A lot of the stuff rich pops want isn't invented yet, so they have only to buy a few things while just about everything poor pops want is for sale but expensive since it's pretty rare.
