Well, i think china has the most members of parliament of any country in the world - only that they are called people´s deputies (or something like that) and are nominated by the communist party. But still, the chinese people is represented by more than 3,000 (iirc) deputies in parliament...

I find it ironic that if you take the rest of USA's territory, it will still be called the "United States of America" with DC as their only possesion :rofl:

In EUIII we can, though in modern period states seemed not such likely to move their capital, but if my capital is absolutely an exclave ( e.p. a failed U.S.A. ) or due to some other reasons, that shouldn't be allowed?
