Was working on my East India mod (weakening England), and for fun reversed the vassal tags on East India Company and the UK. Such is the result:

Well, I doubt a ironclad/cruiser/man of war could flow through it the entire way from one Ocean to another Ocean. Plus the Panama Canal makes the trip shorter
I see that you missed the obvious problem that a river can't run from an ocean to another because they are basically at the same level. And especially not through mountains.
