Once I got a guy -50% morale. I didn't even think lower than -20 was possible. Even he wasn't put in backwater colonial guard duty.

Isn't it -2 Att, -2 Def, and -20 % morale? Mr. Clueless and Dumb has almost that. Maybe better org and a tiny bit better morale, but unless I need an general right now, it's best to wait for another.
