They're in my sphere right now, but I might have to GTFO them...I'm a Presidential Dictatorship right now because of some event, and my population is half that of New England, so I'm, not sure how I can industrialise quickly.

You defo need to conquer them and become a democracy for some immigrants, then. If they're just twice your population, you can definitely manage to beat them in a war.

New England was wiped off the map with the help of Canada, the CSA, and Manhatten Commune. Unfortunately, CSA became a GP and there wasn't time to attack them before the game ended.
