They're not quite the same -- you can just about see the contrast between the stretch of Castillian holdings and Navarran Epekwitk. Maybe it's just expected that Navarra will die out before it becomes a problem.

As for the unusually high Government tech, I had the luck to be offered with "build University/Fine Arts" decisions almost 10 times by then, additionally to 5 or so I built myself since when I had the possibility.
Oh and I cheated in the beginning.
I've also had a monk step up at my door once, and since he took an oath of poverty I was supposed to help him out. Would have cost me 1300 ducats. Of course I took the stability hit instead.
Thankfully I've paid the other monk who came up just a few months before (guess he told his friend), otherwise I'd have hit 0 stability due to an additional diplomatic faux pas of the Emperor...

It's the response to the event. Combined with the fact that I play as Japan I personally found it slightly funny.
