I suppose this is from the Revolutionary France scenario. This event occurs if an enemy occupies Paris. The monarch is installed on the throne of France, that's why you're still a republic.Here are two going together..

Ohh.. Misunderstood. Don't think I have fought revolutionary France though. Pretty sure they haven't showed up in this game.. Perhaps it could also happen with another revolutionary government?
