the AI mostly has up to 3 RM. i gues that Ethiopia has none and you prolly don't have alot either.

Interestingly enough, earlier in the very same game, Austria formed a double ring around several smaller countries - it looks kind of like a pair of eyeglasses.
The AI is smart.
