it can happen, in VIP British India is a fully independent nation in perpetual alliance with Britain. This status was necessary in order to properly simulate expansion in South Asia (Panjab, Burma, Afghanistan) by British based in India (satellites and dominions can not DoW on their own accord, they get sucked into wars by their master nation). This is one of the quirky sideaffects of it, something I'm looking to develop possible solutions for in future versions of VIP.

It's VIP. They made British India a seperate country for some time in the game. And the Netherlands reclaiming land from the sea is an event for them.
