I wish I had a screen shot of what happened later, but I forgot to save... anyway, that may not be odd, but later on Equador went on to conquer all of Italy and start infringing on both France, Austria and Germany - and somehow rose to be World Power #6. Wow...
And to the person referring to my reading while playing a German city-state - yes, that's actually EXACTLY what I do. Or, rather, I do classwork, and occasionally look up to see what has transpired. Observer game because I don't actually have time to play.

When rebels pop up in an occupied province, I think they're hit with the amphibious assault penalty, as they didn't come via a neighboring land province. Something to do with land and sea provinces being treated differently.
Alternatively, maybe they rose out of the Blue Nile or something.

If a partisan unit pops up when you are occupying the province, then they get the amphibious assault penalty. Looks funny though!tiger2004 said:
Back in the day of 1.03 you could deploy divisions in provinces where enemies were (although not occupied) and you'd get the same penalty.
