That happened to me playing as Spain, capitalists built a Shipyard in Castilla La Nueva, but the factory wasn't there. I thought it was because it's not by the sea. But I think it makes sense... actually shipyards are near the great ports, like Cadix or El Ferrol in Spain.

The newest version of VIP seems to have hurt the UK badly.
They didn't need to ask for it, they already had achieved a humiliation there - first time since 1066, and by the French no less. The newest version of VIP seems to have hurt the UK badly, in my game Sokoto drove them back to the sea in Africa (but then 'only' got a white peace).
Why the hell are you complaining? In vanilla the UK is usually #1 for the entire game and ends up with 500+ battleships. VIP obviously just tries to rebalance it.I agree. I played Dutch East Indies and until 1900 UK had the 5th or 6th army, and its navy wasn't too good... I won almost the whole India and 2 provinces in its mainland, and at the beginning of the war UK began offering peace and some provinces!
