Perhaps that has something to do with the fact that you (Papal State) and england reduced France to Lyon?

It more or less started when England (NEVER changed their religion), diploannexed Catholic France, getting some 3/4 of France.

However it doesn't explain why they have landtech 29 in 1819.

Actually, their technology should be better in such a case - Lyonnais appears to be a fairly rich province, and a one-province country has quite small technology costs.

They'd almost have to had revolted from someone not in the Latin tech group for something like this to happen...

But the way to reducing France to a one province minor will have cost France a lot of money on armies (minting -> inflatation) and stability.

But 29 is indeed a little bit low.

My guess would be: Castile decided not to form Spain, then Aragon decided to turn Spain, and then province of Aragon rebeled from Spain, thus creating Aragon state.

But Aragon is not "allowed" to create Spain if Castile is still in the game... Strange (really ).

In my Aragon game I was asked to become Spain, and when I chose to remain Aragon, Castile became Spain. So I guess, if in showed game, Aragon chose option to become Spain, Castile had no option but to stay Castile. (I did however previously choose option not to enter marriage with Castile - perhaps that got something to do with the whole confusion?)

I count that there is 318 rebels there in hungary + Yugoslavia, plus 4 divisions in greek island that have been there for like 100 years and 25 divisions in Estern Anatolia (soon to be killed by Imperial Army)
