Another classic situation, even if not as buggy, is when country A controls province Z from country B, bordering the non-war-related country C. Country C then has a rebelion and the rebels, after taking their own province, move on to liberate province Z for no good reason...

Hehe, further evidence that the rebels are secretly headquartered in Rome (and funded by the Vatican? :p)...

This is actually true, in some sense...

EDIT: Now that I think about it, it's actually somewhat odd that your government fell. After all, the criterion for government falling is (# of provinces controlled by Rebel Scum)>(# of provinces controlled by government)...and those two numbers will always be equal! :D

EDIT2: Ah, IIRC colonies/TPs controlled by the rebels count in that criterion, but colonies/TPs controlled by the government do not. So if you managed to get your colony up to a city, I would expect that your government would stop falling.
