Strange international pricing

Steam locks games, not publishers.

Russian games are locked for Russia and CIS, which are in summary, USSR land area minus Baltic countries

Hmm, I guess I got lucky then. My account region is C.I.S. (Ukraine), but none of the games I own have been locked for me when I'm in Europe, although when browsing new games I've encountered a few that warned me they'd be locked to the home region, and a few others that would be locked to Russian language only.

My impression was that it depended on the publisher, whether they chose to impose regional locks or not.

I remember it displays a warning message if there's a region lock, but I haven't noticed if there was one when I bought Stellaris.
And obviously, Steam doesn't allow to use VPNs to get better prices. Not sure what the penalty is if you get busted, but it's probably somewhere in the TOS.

I'm so jealous of the Russian pricing I think we should talk to the Swedish about adding Stellaris to the current international trade restrictions.

You wouldn't be, if you lived in Russia.
You actually have it cheaper in Sweden relative to the average wage (your wages are 8 times bigger, with the price being only 4 times higher)

Trust me, there's a good (or rather bad) reason why it seems so cheap to you. If it was at full European price, nobody would buy the game.
