Two things I noticed playing as Italy about my German ally:
1. they're researching a ton of naval techs, but most of which make little sense for them (CV techs and some other Naval doctrines aimed mostly at capital ships, sub aspect is ignored)
2. they're not really using their navy at all. Haven't seen a single sub venture beyond the Baltic, they're kept in ports, doing nothing. An occasional capital ship goes into the Baltic to patrol against the Soviets. No action is taken against the UK at all.
