Strait Crossing Penalty

So im playing as Lubeck and im trying to war Sweden for Sjaelland to end the sound toll. My question is if I siege the fort and Sweden sends an army to relieve the fort will they suffer the -2 strait crossing penalty?

They won't, since they will be the defender.

i think river is, but disembark isnt, or wasnt and should be the same for strait
