Story Realm 3, Godir opponents see through Universal Camouflage

Description​

Is saw plenty of examples in my play through of opponents bee-lining my universal camouflage scouts, and I always assumed there was an explanation. But after using a cheat code myself to reveal the map, its is abundantly clear that Universal Camouflage is doing nothing against these opponents. They will leave their city 8 squares out to come straight at me outside their territory. They will follow me from 3+ squares over multiple turns as I change direction. This occurred with or without enemy heroes present. Enemy t1 units with no true-sight would do the same thing. Test on normal and hard difficulty modes, same behavior.

If universal camouflage is only intended for player vs. player, please put that in the tool tip, I wasted allot of time coming to this conclusion to find out the choices I made as a player based on the info I had weren't true. I love the game, and will keep playing, but hope this is either a bug or better info can be provided to the player so they don't select irrelevant traits that don't function.

Update: I tested this on a custom map, I don't see the AI opponent behaving in the same way as the Story Realm. I was even able to pillage a province 2 spaces away from a city with units in it, and they didn't come out.

Steps to reproduce​

Story realm 3, universal camouflage trait, use map reveal cheat code and send a scout to nearby Godir opponent. Observe.
