Storage assets cause huge traffic, are they strictly needed?

I have a very small oil industry set up, and I am getting a ridiculously disproportionate amount of traffic, all of it going to the Oil Tank. Similarly I have a small farm, and I have a disproportionate amount of traffic going to the barn. I've noticed this happens with all storage leading to a 15%-17% drop in traffic flow.

I have a very compact farm, ore, forestry, and oil industries servicing a car factory. That is their sole purpose. Do I need storage?

Well if its resource and you have asked the storage to fill, it might be there for a while, even smaller storages hold a shed ton.
So the storage is doing what it should do and its also billing you for the imports
They also dont create traffiic they and ports/frieght yards just move it to one place
There is also nothing small about a fully functioning car plant production tree

I have a question about warehouses, barns, storage yards, etc.

They can be set to Fill, Balanced, or Empty.
What does each of those do, realistically?

So, lets say you have a farm and a barn.
The farm produces resources and has trucks. Does the farm's trucks always go to the nearest barn, or export it if there are barns? What if a barn is set to fill, balance, empty? Will farm trucks avoid barns that are emptying? Or will they still go there?

What about the barn's trucks? If the barn is set to fill, will its trucks proactively go to farms to fill up? And if set to empty it will still fill up with food from farms's truck but ITS trucks will be dedicated to taking those goods to factories and to export?
And balance will do both?

I have no idea what the ideal setup is for storage buildings. Should i put some near the farm set to empty, and others far away from the farm but near factories set to fill?

It doesnt work perfectly they way you want but what your doing is basically what i do. It move resources further down the production chain sooner.
So empty for products, fill for resources.
You can do other things like setup buffer warehouses near big blocks of commerce, on fill.

Thanks. That might be contributing to it, I'm not sure, I'll have to do some testing and observation, but I found that it's not actually the oil storage they're going to (but most certainly is the Grain Storage), it's the oil pumps had a ridiculously high amount of traffic. Traffic is backing up two tiles to the out of bounds because of it.

For some reason no amount of warehousing will allow me to store enough final product to run a car factory (or any other high end unique), so I've had to place ore, oil, farm, and forestry next to each other (all minimalist) and I have all that combined traffic descending on the area, and by far, by some distance the highest proportion of that traffic is going to the oil pumps.

If you have access to mods then the Transfer Management CE mod fixes this. You can micromanage all these buildings. I use it to

1) not allow my extractors to export.
2) Not allow processor buildings to import. Force my processors to send processed product to a warehouse. Sometimes I'll allow them to export as well.
3) Instruct my warehouse to send processed product to unique factory. They can also export since at times they'll run out of space.
4) Instruct unique factory to send luxury goods to warehouse nearby.
5) luxury good warehouses can do whatever they want.

Basically there is not outside participation in my industrial chain until the very end.
