If you play as a catholic HRE emperor is almost impossible to achieve permanent religious unity in the empire, because even if you won the League war and convert every prince, there seems to be a random event or an AI decision that converts a minor country to protestant/reformed( most of the times a free city you can declare war to).

On the other hand if you are protestant and get religious unity, no country will flip religion.

To make this less annoying, if the catholic emperor won, no AI country in the empire should be able to flip their religion anymore

Yes this is very annoying and here is my take :

I don't mind them flipping BUT every time this happens the emperor should get an event that makes you choose between letting them convert or automatically declaring war (ignoring truces and with the CB that makes religous conversion a bit cheaper).

You should not able able to gain a free truce break in the game and i believe you already gain a CB. The thing is the emperor is not allowed to declared war on a Free City, that are the ones being more annoying.

But if you are protestant you never experience the problem of members turning catholic all the time.

You should not able able to gain a free truce break in the game and i believe you already gain a CB. The thing is the emperor is not allowed to declared war on a Free City, that are the ones being more annoying.

But if you are protestant you never experience the problem of members turning catholic all the time.
If you think about it, it 100% make sense to be able to truce break with no negatives in this situation.

Let's say you won a religious war and made a treaty with a country to convert it to Catholic.

Then after 1 year they flip back to Protestant, they clearly violate the treaty they signed so the truce doesnt apply anymore and you can pursue to force them into line again.

There are random events that flip province religions, and obviously for an OPM that means their religious unity ceases to exist. The AI is highly sensitive to reduced Religious Unity, so it's been trained to take the quickest action to restore it, which in this case is flip religion. As long as these two things exist you'll always have random conversions, even when you revoke the privilege. Perhaps the AI should be trained to take the religious state of the empire into account?

Free cities will always be opms so you'll see them do it the most, then its a matter of simply revoking their free city status and declaring war, although like Donauworth irl this should cause greater backlash
If you've enforced Catholic hegemony then you can just force religion on them easily and if theyre small just declare on allies and then can enforce religion even tho not a co beligerent

You can ask electors to an hero and convert but with all the petty princes this would just be event spam
